I have 2 Aeon Labs 4 in 1 motion sensors and a FortezZ Light/siren.
I followed these instructions exactly at:

The issue im having is the system will turn on the flash, turn on the virtual device exactly as its supposed to, however when a motion sensor picks up movement the siren will not go off, the level stays at 0
the only setting I changed was for the motion sensors to return back to closed state from open after 10 seconds instead of the default 6min
Do you have your 4 in 1 setup as a binary sensor or motion sensor as the device type?
Remember triggers are "or", and conditions are "ands", meaning if you have two or more triggers set, either one can trigger the scene, and if you have two or more conditions set, they all have to be met to activate.
Are you sure that you have the correct number (0 / 99 / 100 / 255)for the actual value? I use devices menu option, immediately to the right of that is pull down with list or tile, the default being tile. Pull that down and you can see the status of the devices, and I switch between on or off and see what level for each action.
