If anyone has problems with getting an SC7 controller re-added to a new network, etc. then try the procedure updated below. After moving from Vera to IHCA I had four of six of these that I could not add to my new network:

This information came from Enerwave tech support and is different that what they print in their manual. The key seems to be removing and reapplying power at the proper points in the sequence. I was able to fix all four of the controllers I could not use before with this technique.

I seem to be able to include/exclude without reapplying power but if that works, great. Also with this device don't forget to auto configure. It will say success and set up the scene buttons. Try again if it fails the first time.

That said, I don't think this is the best quality device/firmware. I have included/excluded many, many times. I think sometimes it doesn't create the correct root device and then when I go to exclude it the device remains and I use zensys-tools to see what is going on and delete the device and include it again. Inclusion and exclusion take place with the Z-Stick right next to the device. I always seem to get it back working with InControl HA, another matter entirely with HomeSeer bit I am still working on that.

I think the Z-Wave range on the device is not the best however it seems to be ok when I include it after other devices and the mesh network is optimized. Some of the buttons sometimes exhibit what I would refer to as 'double press' where they signal (activate) more than once to the controller on one button press. Found this out on a scene that controls Arduino relays. Mostly will not be an issue however. Just speaks to the quality/firmware perhaps.

7-buttons is nice and I guess for the price a few shortcomings are expected. All I can say is that this is the only device that I have that I can't include/exclude at will with 100% reliability. Not that this would be an issue with most, only from a testing perspective. Overall it seems to work ok with InControl HA.

Compared to my old Vera setups (Edge w/ and without external antenna modification) the Z-Stick range is absolutely phenomenal for me. I was able to consolidate all of my devices on the property where it took a second Vera to cover the garage 80' away before.

The SC7s have been nearly flawless since I readded them except occasionally I see an issue with them refusing to send commands to the network. I think this may be due to network congestion at times. When this happens the switch light will flicker rapidly but eventually this clears and then the scene runs.
