I am trying with no luck to create a simple scene that switch off the Fan between 11:30PM and 7:00AM. The steps I followed were:
1- created a new scene name Bedroom Fan
2- Added the Fan under devices and selected the Off radio button
3- Created a trigger that repeats daily with interval number 1
4- Created a Time condition with Start Time 11:30PM and End Time 7:00AM
The version I am using is 3.25
I also noticed while experimenting with this scene that even if I disable it it remains active.

The condition in this case isn't needed. You can create a time trigger that turns the fan off at 11:30 PM. Create a second scene to turn the fan back on at 7 AM using a time trigger.
