I am currently using 3.10 and want to know where the Sunrise and Sunset data is located and how to manipulate it. The times currently being used to trigger the rules are well over an hour off?

Those times are calculated based on your location. If you visit the Tools/Options menu you can change your location and it should calculate them correctly.
