Is this better handled with a rule or a scene? I have two garage doors, can I monitor them both in one rule\scene or do I have to do a rule\scene for each door?

I would do it with a scene. Have the scene use a pre-script that sends either a fixed email message of the scene status (if you use scene status, add the sensor to your scene with the "no change" option checked).
Create a time trigger that repeats every day at 10 PM. Then add a condition which checks your sensor to make sure it's equal to 255.
