You were right. I just thought that that was a devices list.

I am running 3.91 and I'm using virtual devices. If I have it configured as a switch it only shows up on the android app if the switch is on. If the switch is off it doesn't show up.
Are you maybe only looking at the current "Powered on Devices" list? Does it show up if you view the "Light list" in the android app?
