I have a detached garage with a flood light mounted on it. The flood light is controlled from a switch inside the garage. I want to control it from a switch inside the house instead, so that when I take my dog out at night I can light up the yard before I let her out. This is all I want to do right now, and I have next to no money to do it with.
How do I accomplish this simply and cheaply?

Since you only want to turn on a flood light, all you really need to do is install a z-wave switch in your detached garage and a matching "remote" switch inside your home where you want to control it. From there simply associate your remote to your outside z-wave switch and you are set. There's no need to purchase any type of control software or hardware in this case.
If you do want control software to handle more complex scenarios, you could pick up InControl. Since it's a software based system, it's cheaper than other hardware-based systems.
