GE Dimmer Switch issue

I bought a GE Dimmer switch and installed it, I have two LED lights that are on the circuit, When I take it down to the lowest setting using power off on the "incontrol" device or manually turning it off it goes down to a point the Lights are almost off but still flickering, I can't seem to get them to shut off all the way.

anyone have any Ideas ?

I've seen compact florescent bulbs behave that way if they aren't the dimmable type.

Shouldn't be an Issue, these are LED Lights and they worked fine on a manual dimmer switch I just replaced

Its like the switch needs to be Zeroed out so it knows where off is.

even when I hit off in the software it doesn't shut off completely.

* Solved *

It turns out the GE Dimmer# 45639 doesn't play well with LED Lights, The LED bulbs require less power to start then an incandescent bulb and enough leaks through the switch to allow it to glow and flicker.

changed the bulbs out for old fashioned ones and it works great, I'll be looking to see what other Dimmers will work and I'll post what I find.
