Just to add to what awlieser stated, the reason you lost lock control is that your new copy of InControl is using a different security than what your odl copy (and your lock) are using. Copying the database will fix this as well as bring over all your names, scenes, etc.

Thanks for the input. I ended up uninstalling the locks and reinstalling them on IC and they are back online. I could no longer access the old computer to download the file but wanted to know for future reference.
Side note; Since I have started running IC on the new computer I have come across a few issues that may or may not be linked to the new system or the new security that you mentioned the locks are working with now.
First; One of the deadbolt locks I have has managed to burn through new batteries in 2 weeks. About 4 days after I got the lock up and running on IC it needed batteries. I installed new ones and now 2 weeks later, the batteries are dead again. My other locks are not having this issue. Could it be something with IC? The lock has been in place for over a year and this high battery usage is new and not normal.
Second; Whenever I pull up the iphone app to control IC, it does not show the correct state of devices. I may have lights on, or a thermostat running and it will not show them as being on. I will refresh the app but still no change in the state of the devices. I can alter the status (dim the lights, adjust the temp) and then sometimes it will show the correct device state. but not always. What's up?

wrt battery usage - pls check under device properties that "Poll Device" is unchecked (i.e. disabled) - that should help.
Re your second issue, same here, at least sometimes. Maybe it's a temporary load issue on the cloud server? Ryan should be able to clarify this ...
