Yes, I noticed the same thing.
I may be wrong, but I don't think the current status of a device is stored in the database, therefore as it isn't a real device its state can't be discovered upon startup.
I was able to work around this by storing the state of virtual devices elsewhere and then resetting the devices state upon startup. You could easily do something similar to this in a script to write out to a file and then query the file and set the device using a rule and script.
